It costs roughly 30% to 40% less than the air-ride version and still pulls noticeably smoother than any solid ball mount.

Two Sealed Rubber Bump Cushions
Two dense rubber bump stops sit between the ball mount arm and the receiver frame. When the trailer tugs and bounces, they squeeze and spring back, soaking up the road shock right at the hitch instead of feeding it into your truck.
The Ball Mount Pivots
The ball mount rides on the same lever-arm geometry as the air-ride Original Shocker. That pivot is what lets a cushion hitch feel smoother than a dead-solid steel mount.
